What is an eco-sticker for Germany, and is it needed in Dresden?

An eco-sticker (Umweltplakette) is required to enter some cities in Germany. Without it you can get a fine. However, for example, it is not needed in Dresden. If you are planning a trip to Germany, check with the manager if you need a sticker.
